This movie doesn't shy away from showing them as cold blooded killers (but does mention how many consider them to be heroes). Anyway, Kevin Costner and Woody Harrelson are the two ex-Texas Rangers who have to stop them. It's fun to see the two interact and play good cop/bad cop, but the rest of the movie did nothing for me. I caught myself more than once checking to see how much time it had left.
